RACI defines who is Responsible, Accountable, Consulted and Informed for each deliverable. It belongs in an SOW for larger projects where there is a team on both sides.

Does an SOW need to be signed with the same authority as the MSA?

It depends on the MSA. If the MSA defines who can sign SOWs (e.g. the project manager), that lower-level approval suffices. For larger SOWs we recommend a statutory representative's signature.
